Grant Overview
International applications are evaluated solely on whether the proposed platform meets the grant's minimum data-collection standards for English-language access metrics. No single national government license is required; however, every participating distribution partner must be listed with its country of registration and its data-retention policy.
Applicants must submit a data-flow diagram showing how reader-location data will be stored and aggregated without violating any partner's local privacy statute. Because the platform operates across multiple jurisdictions, the diagram must identify which country's data-protection rules govern each data element.
The grant does not fund physical printing. Budgets that include print runs are returned. Only server hosting, platform development, and usage analytics are allowable. Applicants must therefore demonstrate that at least 70 percent of the requested amount will be spent on verifiable digital delivery infrastructure.
Outcome tracking requires quarterly submission of unique reader counts segmented by country. Platforms unable to distinguish between human readers and automated crawlers receive reduced scores. Reviewers compare these counts against publicly available internet-penetration figures for each listed country before releasing subsequent tranches.
Because the grant covers only English translations, any content originally written in English is ineligible. Applicants must attach a language-of-origin attestation for every title included in the platform.
