International Risk and Compliance Framework for Cross-Border Water Research

Canadian university applicants seeking international partnerships must first obtain institutional research ethics board approval that explicitly addresses data transfer across national borders. This requirement applies before any funds from the $7,000–$25,000 grant can be disbursed to non-Canadian collaborators.

Non-academic partners must be registered organizations in their home jurisdiction with documented authority to collect hydrological data. Memoranda of understanding must specify which country's data-protection statutes govern shared datasets and must designate a Canadian data custodian for the project duration.

Budget submissions require line-item separation between Canadian and international expenditures, with international travel capped at 15 percent of the total award. All equipment purchased with grant funds must remain the property of the Canadian institution unless a formal asset-transfer agreement is approved by the funding body.

Projects are evaluated on whether they produce replicable water-management guidelines that can be adapted without violating local permitting regimes. Proposals that rely on proprietary modeling software unavailable to the international partner receive lower priority.

Interim compliance reports at four and eight months must confirm that no restricted data categories under the Export and Import Permits Act have been transmitted. Final reports require an appendix listing all datasets destroyed or returned to the originating jurisdiction.

International applications differ from domestic ones by mandating a legal opinion letter from the Canadian university's general counsel confirming that the partnership structure complies with both Canadian export controls and the destination country's research-foreign-investment screening rules.
