These gaps matter because sites range from single-clinic districts serving 4,000 people to referral hospitals covering 120,000, creating incompatible baseline denominators for outcome tracking. Primary data collection must therefore begin with harmonization of age-band and diagnostic coding before any cross-site analysis proceeds.
The grant supports initial mapping of broadband reliability at each node, with documented uptime below 70 percent at six sites. Recipients must produce a phased connectivity plan that sequences deployment of the one-year platform subscription starting with the three highest-bandwidth locations.
Implementation requires explicit agreements on data retention periods that satisfy both the strictest national privacy statute and the most permissive institutional review board among partners. Awardees demonstrate how the resulting network architecture will support the next Global Fund grant application cycle.
Unlike single-country applications, international proposals must quantify the differential cost of maintaining redundant offline data capture tools for the six sites lacking consistent electricity beyond four hours daily.
