International fisheries governance reporting requires applicants to map overlaps among regional fisheries management organizations that regulate the same high-seas stocks. The Western and Central Pacific Fisheries Commission, Inter-American Tropical Tuna Commission, and International Commission for the Conservation of Atlantic Tunas each impose separate observer coverage thresholds ranging from 5 percent to 20 percent. Journalists must document how these thresholds produce inconsistent catch data for bigeye tuna that migrate across all three convention areas.
Global vessel monitoring system coverage remains incomplete; the Food and Agriculture Organization estimates 23 percent of vessels over 24 meters operate without mandatory position reporting. Applications must cite specific vessel identification numbers drawn from the FAO Global Record and demonstrate access to at-sea boarding reports issued by at least two flag states. Proposals relying solely on aggregated trade statistics fail initial screening.
Workforce constraints include a shortage of certified high-seas observers; the current pool stands at 1,800 individuals worldwide against an estimated need of 4,200 for full coverage. Grant budgets must therefore include observer per-diem rates that match International Labour Organization minimums for extended deployments.
Different from single-country applications, international submissions must include letters of agreement from two or more secretariats confirming willingness to release non-public compliance data under the project timeline. Projects lacking these agreements are rejected without further review.
