The international program targets measurable diplomatic skill acquisition among 15- to 17-year-olds drawn from at least eight countries. Its central outcome metric is the percentage of participants who, within 24 months, secure formal roles in multilateral youth networks or submit policy input to international organizations. These outcomes matter because global diplomatic forums increasingly require documented youth representation from small island states and emerging economies. Without structured exposure, participants from dispersed regions remain absent from negotiations on ocean governance and climate finance. The program therefore prioritizes selection of applicants already engaged in at least one cross-border online collaboration.
Implementation relies on a fixed four-week schedule that alternates between virtual plenaries and in-person modules hosted in rotation among participating countries. Each module concludes with a joint deliverable uploaded to a permanent, publicly accessible repository maintained by the program secretariat. This approach produces auditable records of skill transfer without dependence on any single national infrastructure.
Unlike state-specific tracks, the international cohort is evaluated solely on aggregate cross-border output rather than localized project adoption.
