Without academic infrastructure preserving those systems, externally designed interventions risk misalignment.
Implementation requires each participating university to designate one tenured faculty member as permanent coordinator and to publish at least two peer-reviewed translations or commentaries per year on tradition-specific health ethics. Funding supports only those partnerships that already maintain memoranda covering data sovereignty for indigenous knowledge.
Consortia lacking demonstrated capacity to convene annual meetings alternating between partner locations in the Pacific and established research centers receive lower priority.
