Grant Overview

International applications for the global anarchist media platform must first document that content servers and editorial staff are distributed across at least three sovereign jurisdictions outside any single national regulatory bloc. The 2022 platform charter requires explicit firewalling of user data from any state that maintains content-removal treaties with the United States or European Union.

Funding review prioritizes proposals that allocate at least 40 percent of the budget to translation and subtitling into languages other than English, Spanish, and French. Review panels examine source-code repositories to confirm that the digital distribution tools remain under a copyleft license and are not dependent on proprietary analytics services headquartered in jurisdictions with active surveillance-export agreements.

Applicants must supply evidence of existing audience metrics from at least two regions outside North America and Western Europe, measured through direct downloads or peer-to-peer seeding rather than commercial platform dashboards. Budgets listing travel must reference visa regimes that permit entry for stateless or refugee participants without requiring disclosure of political affiliations.

Distribution agreements must include commitments to maintain mirror sites in jurisdictions that have not ratified the Budapest Convention on Cybercrime. Projects that cannot demonstrate these mirror arrangements are returned without further technical review.

This multi-jurisdictional residency rule and copyleft requirement do not exist for single-state applications in the Pacific or Middle East programs, where local licensing statutes supersede platform architecture conditions.
