Grant Overview

Global health fellowship placements encounter a primary barrier in credential recognition across jurisdictions with divergent nursing scopes of practice. Participants frequently discover that skills verified in one country do not transfer, resulting in months of supervised observation rather than independent contribution. The Marshall Islands, Palau, and FSM programs each impose distinct language and documentation thresholds that have already delayed two prior international cohorts by an average of 11 weeks.

Fellows assigned to Pacific sites must therefore complete pre-departure mapping of local nurse practice acts against their home jurisdiction, a step that consumes 60–80 hours per placement. Without dedicated funding, this preparatory work falls to volunteers who lack protected time, producing incomplete submissions and last-minute cancellations.

The grant can cover development of a shared digital credential registry hosted by an accredited U.S. school and recognized by the three Pacific nursing boards. Funds may also support a 0.2 FTE coordinator position at each receiving site to verify documents on arrival. Applications that omit line-item costs for legal review of cross-border liability coverage are not advanced. Successful submissions include signed memoranda from at least two Pacific nursing regulatory bodies confirming acceptance of the registry format before the first cohort departs.
