Grant Overview

International readiness assessments examine whether applicant organizations already operate distribution networks capable of handling 20-foot container volumes in at least two countries with distinct customs regimes. Prior-year financial statements must show 12 months of positive operating cash flow and external audit opinions without qualification.

Readiness_first funding releases tranches only after documented receipt of import permits and cold-chain validation in the first target country. Applicants supply port throughput statistics for the preceding 24 months and letters from two national food-safety agencies confirming inspection capacity. Budgets may allocate up to 18 percent for tariff and inspection fees, but no more than 8 percent for headquarters administrative overhead.

Successful projects demonstrate reduction in post-harvest loss below 12 percent within the first 18 months of operations. Data submission occurs through standardized spreadsheets that record lot-level temperature and humidity readings from origin to last-mile delivery. Mid-term reviews compare realized loss rates against baseline figures supplied in the original application.

Eligibility excludes organizations that have received prior awards from the same fund within the preceding 36 months. Review panels score applications on the ratio of metric tons moved per dollar of requested equipment, with a minimum threshold of 0.8 tons per $1,000.
