Proposals undergo a two-stage review: first by the secretariat for administrative completeness, then by a panel drawn from the OECD Development Assistance Committee roster. Documentation must be submitted in English, French, or Spanish, with certified translations for any annexes prepared in other languages. Unlike bilateral programs that accept concept notes under 10 pages, this channel requires full logical frameworks with indicator baselines drawn from the most recent UN SDG country reports.

Fit Assessment

Projects must map activities to at least three of the 17 SDG targets and demonstrate that no single country accounts for more than 35 percent of the proposed budget. Cost-sharing requirements stipulate that 25 percent of total project value come from non-grant sources, verified through letters of credit rather than in-kind valuations. Reporting follows the IATI standard, obligating quarterly uploads to the public registry within 30 days of period end. This format separates the channel from domestic programs that permit narrative reporting only.
